Its not possible to re-open fiscal year.
Closing fiscal year means your account is already audit.
So, Once audit is completed than you should close the fiscal year. after closing fiscal year you cannot re-open which is standard process.
You can re-open the Period only if the fiscal year of period is not closed.
Or Else customization.
