You can take database backup 2 ways in OpenERP / Odoo .
1. PgAdminIII - ext ".backup"
2. Manage Database - login page you will see. (ext ".dump")
If you running Odoo, uninstall Website_builder module. Hence you can see the point no.2.
Are you talking about bdd backup? If yes, of course. At buttom of the login page you will see "Manage Database". Follow up and you can make backup of your database.
