HI!!! I am trying to stop an employee from creating payrolls; right now any employee can create a payslip and assign it to whomever he wants; I want to change that so only the administrator can create payslips;

You may put admin access group on payroll menu. So by default it can be displayed to admin only.
Good news, in V13 you can specify the access and your employee can have limited access.
