Is there any way to show Fixed Discount in RFQ, PO and Vendor Bills for order lines?

I had seen the plugins like this https://apps.odoo.com/apps/modules/10.0/purchase_discount/ who offer %age discount but do not offer the fixed discount and global discount in Purchase.

How to have it?
