As I checked, there is no difference in Payroll app between Odoo 8, 9 and 10. You can use the apps.openerp.com to browse for the desired module. After downloaded you must add it to your addons folder and restart the server. If you wish to install "the" HR module, from OpenERP it is already on your instalation addons directory. You just have to go to settings / installed modules and remove the filter "installed" on top right corner. Then you will be able to see all modules available to install even if the computer has no internet access.
