Odoo's release strategy is more of a guideline and from what I can see, they are less worried about dates and more worried about what will ship and getting it right. I only fault their lack of communication not the quality of the product.
The nightly build repository: http://nightly.odoo.com is tied to launchpad at the moment. I believe that their development resources are currently focused on v8 Stable Release and then they will move on to getting nightly to work with github.
Their developers have said that they will first migrate their saas userbase, fixing bugs found along the way, before they commit to a stable release to v8. But as of July 7th odoo v8 Release Candidate 1 has been available on github for download. It now has the new v8 API and the code is not expected to change drastically.
From odoo's development manager (as of July 6th) these are the last few things that still need to be completed:
- exporting translations
- rename in a backward compatible way openerp -> odoo
- fix the packaging
- fix apps installation
- fix bugs that we will discover while migrating our online userbase
