There does not seem to be any difference in how the customer is invoiced based on service products configured for Milestone or Ordered Quantity based billing. Is there something that I am missing?

It depends on your type of business.
If you deliver services that will be paid for milestones and you are working with the project application, you may consider billing the milestones, which are more related to this business model.
If your company is a marketer, you must use requested quantities. This allows you to invoice in advance without the need for effective delivery of the products.
