Hi,
You can create a custom module which generates CSV file of when an employee gets paid salary and use this file to submit RTI Reporting in HMRC.
I think currently Odoo 12 Payroll is not compatible with United Kingdom instant RTI reporting to HMRC.
I think no. But still you can test on runbot. runbot.odoo.com OR odoo.com/trial
