I use both systems for New Feature Delivery as well as Production Support.
I have not found anything that I use in Jira that Odoo cannot do, the integration with other Apps provides the ability for Users to submit and interact with Tickets via the website, and other features such as Billing and Shiftplanning.
The tagging in Odoo, and the ability to filter and report based on tagging in Odoo, is more powerful for my needs and the On Track smart button with access to weekly status / progress reports is also another powerful feature.
I personally find I tend to scroll up and down a lot more in Jira than in Odoo.
