Custom engineering - Work orders with no BOMs?

Question

We build custom equipment. We purchase parts as we design the product, so we don't have a BOM at the time that we start purchasing. We would like to track demand and usage of parts on a work order that we add parts to as we go, and then purchase against that demand.
Is this possible in Odoo or is there an alternate solution for custom engineering?

Make a Bill of Materials with no Components.
Make a Manufacturing Order when you are ready to add your first Component.
Continue to add Components.
If at any point you click MARK AS TODO, you will have to UNLOCK the MO to add more Components, then LOCK it again to proceed.
You might also want to review the PLM App to manage the design workflow.
