I personaly had the same problem being on the company network, so had to notify pip of proxy.
This is the sample command I used.
pip3 install -–proxy=server:3128 --trusted-host pypi.org --trusted-host files.pythonhosted.org phonenumbers

If you are using linux all dependencies can be installed by following step 3 & 4 in the link https://www.getopenerp.com/install-odoo-10-on-ubuntu-16-04/
