Yes, COA will be created even if you don't load the demo data.
In V12 also?

Hi.
Chart of Accounts gets installed automatically if your country is the odoo localization of COA available in odoo. And this ony happens when you select a country upon creation of DB. If it doesn't get installed then your country is not in the odoo COA available and you will get a generic COA.
On the other hand if you want a different or your own customized COA, do not select country on DB creation then you can go to apps and choose the COA you want.. And this applies to V13 and V12
