I have gone through 1 of the custom module. I have tried to use it on my own for testing purpose. This seems fulfill customer requirement.

I am enquiring about if its legal to sell 3rd party (custom) module to my customer? 

If possible, do Odoo partners provide service on upgrading db to another version when required?

For both questions: YES. 

You can sell third party apps. Odoo has this marketplace for third party apps -> https://apps.odoo.com/apps/modules

Here you have the sales conditions for thir party apps -> https://apps.odoo.com/apps/sales-conditions

And yes, the partners often provide the service for changing the Odoo version, but is not a simple process and depend a lot in the modules than the company uses and the localization for that particular country.
