That would be my position.

Also you could sometimes an internal operation handle externally because of capacity problems so you should be allowed to change from internal to external and verse versa.

I also would like to handle the delivery of the products to the external operation, because I need to send them to the supplier I suppose. So I need to be sure that I can delver this goods on time within my own planning. 

I would also keep track of returns of the external operations because then I know I can continue with my own operation or send the products to the customers.

I would like to know the delivery performance of the external supplier so I know that he is a good partner within my operation.

I'm writing this from a customer perspective.

An external operation should be defined almost like an internal operation, but you should not have a workcenter defined to it, only a supplier as well as delays for rendering the service. I guess, we can update the document about that very point.
