The rules for using a custom domain name for my Odoo online account state that I must have a paid subscription to do this. Can I pay for one or two users and related modules to have this ability? For example, one user and three modules (Web, Marketing, CRM) for $20+$60=$80 per month?

While I can not 100% guarantee you can I would assume they allow this. You should contact Odoo to get this information to be sure though. I'd assume they have an option for this.
