I want the system to display the 'Horizontal Swim lane' in the kanban view while group. For instance, the vertical columns shows 'States' such as todo, inprogress, done and the vertical rows shows 'user' such as andy, george, jhon.

Odoo doesn't have this capability. A custom KANBAN View would have to be written - customizing the software beyond core capabilities.
I usually suggest filtering the Kanban by the same things that people would use to create swim lanes (ie: user, team, project type, location).
