Get yourself into developer mode (you can do this from the admin or the Chrome extension)...

At the dashboard screen: start typing "knowledge"...  You'll see some search results. 

Specifically, look for /Knowledge/Templates.  

Once on the above screen, you can add a template.

Note: if you don't see this, you may have some access issues to sort out.
