I have checked out code of OpenERP7 using BZR.
But when I run this code I do not see Update Module List option in Setting even when I am logged in as Administrator.
How to bring this option?

Go to Settings->Users->Users and open your user account.
Go to Access Rights and make sure Technical Features is checked.
Once you do that, you can refresh the page and you will see Update Modules List in the Settings->Modules sub menu.
Thanks this did the trick. Actually I was finding it in User Preference like in version 6
