Creating a bill of materials with variable % or weight

Question

I need to set up a Paint shop.
For example, they have the primary colours as the base products, but each order might have a different number of base colours, as well as a different % / weight to create the required colour.
How can I set up the BOM so that the sales team can then create a quote with the correct colour spec?
