The option "Log an internal note" does not send notifications normally. Is it possible that users (who are followers) receive an alert when a internal note is created?

This is exactly what Send a Message does. Why wouldn't you just send a message?. Notes are for passive information sharing, messages for proactive information sharing. An example Note could be a Christmas Card sent by a client, that people don't need to know about unless they happen to look. A message could be a logo that people need to know about straight away because an order cant proceed without it.
